Looks like Mac with Windows XP screenshot background :)
I am going to say it's a Mac running Parallels in a blended mode to allow the layering of the two os's
it looks like windows xp with some kind of dock program (like stardock or rocketdock) running ubuntu in VMware.
Looks like Ubuntu virtualized in XP
